AIGP Bamunoba Faults Ibanda Security Leadership Over Rising Crime
The Police Chief Political Commissar has criticised security leaders in Ibanda District for failing to curb livestock and produce theft, warning that residents are losing confidence in law enforcement as crime rises.

The Assistant Inspector General of Police and Chief Political Commissar, Ubaldo Bamunoba, has criticised the security leadership in Ibanda District for failing to adequately protect residents and their property amid a rise in crime.

Bamunoba made the remarks on Monday during a meeting with district security leaders held at the Ibanda District headquarters. His visit follows increasing cases of livestock and produce theft reported across the district.

Addressing the leaders, Bamunoba said the growing crime rate has left residents frustrated and losing confidence in the security system.

“The crime rate in this district has left many residents desperate and losing trust in the security agencies. People feel neglected because their property is being stolen and little seems to be done,” Bamunoba said.

He blamed the entire security structure in the district for failing to curb criminal activities, noting that crimes such as pickpocketing, livestock theft and coffee theft have become increasingly common.

According to Bamunoba, theft of animals including cattle and goats, as well as agricultural produce like coffee, has recently surged, causing concern among farmers and local communities.

“Security in Ibanda has the capacity and resources required to protect the people and their property. What is needed now is for the security team to go back to the drawing board and restore safety in the district,” he said.

The AIGP further emphasised that the police should prioritise preventive measures rather than reacting after crimes have already been committed.

“The work of the police is to be proactive, not reactive. Unfortunately, what we are seeing here is more reaction than prevention, and this must change,” Bamunoba noted.

Despite the criticism, Bamunoba encouraged stronger collaboration between security agencies and the local community in order to effectively combat crime.

“Security is not the responsibility of the police alone. Communities must work closely with security agencies by sharing information that can help prevent criminal activities,” he added.

Ibanda District has in recent months recorded increasing cases of livestock theft, particularly cattle, which remain a key source of livelihood for many households in the area.

Local leaders say strengthening community policing and improving coordination among security agencies will be crucial in addressing the challenge.
